If you mean dielectric constant, that's only relevant if the jelly is the
dielectric between plates of a capacitor.
If you're referring to dielectric strength, I don't know the value but I
suspect it's not too different than mineral oil.

All that's needed to prevent corona is to displace air, and with the melted
Vaseline being such a low-viscosity liquid, I think it does a fine job at
that.

If does trap heat more-so than a liquid, but if you really need to dissipate
heat, you shouldn't be potting in a solid anyway. In the case of my potted
NST, with my LTR cap, my single 15/60 draws over 20 Amps from the variac and
it will partially re-melt the Vaseline if I run it long enough.
