Bill,

Your topload is either too small in outer diameter versus your
secondary, or it is elevated too high above your secondary. In either
case, it is not providing sufficient electrostatic shielding to protect
the topmost turns. The simplist cure is to lower your topload from its
present distance to 4" or less. And, because lowering the topload will
reduce its effective topload capacitance, you may find that you need to
increase your primary frequency a bit to keep your system in tune.
