This just doesn't sound right to me. 15 turns should be looking for a 0.0066uF
cap size with the 3" x 30" toroid. The 14" x 4" toroid at 15 turns should be
looking for a 0.0047uF cap. I wonder if your salt-water capacitance values are
correct? If your sure about them, you may want to try 0.005uF with the 14" x 4"
toroid and also the 0.007uF with the 3" x 30" for the hell of it and see
how she
runs. (BTW, I noticed a large variation with minute changes in primary tap
turns
up to 1uF per turn. It may take quite a bit of tuning time on the coil to
get it
"just right").
Stay safe - it's easy to forget steps when your spending a lot of time tuning.
