Ok. What can't be exceeded is sqrt(C1/C2).
If you have both circuits tuned to the same frequency
and you increase C1 or decrease C2, before the tuning
is too mismatched there is a gain increase. But you are adding
more energy to the system (>C1) or decreasing the load
capacitance (<C2).
This configuration does not transfer all the energy in
C1 to C2.
