hi chris,
while your talking to the repair men, ask them for a can of motor finish
enamel or varnish. the varnish runs around 2100v per mil. the enamel
runs a little higher.
this is all i use to coat my secondarys so far and have had no problems.

one coil that i had built was tightly coupled at the base of the
secondary, flashing to the bottom windings, i sprayed a few coats on the
base of the sec. and also sprayed the pri..
this stopped all flashing problems from there on.
i would try cleaning your problem secondary with isopropyl alcohol (you
can get it by the gallon at farm and fleet or quality farm supply
stores) pour it on well with maybe some light brushing with a soft
brush. then spray very heavily in the damaged area and let dry between
soakings of the bad area. then start spraying the whole coil, layer by
layer.
maybe you have an inclusion in that area, the particle most likely has
burnt away by now but the carbonated mater that is left will conduct. if
you get it clean then coated you might save your secondary for the show.
if all they have is gallon cans then maybe you could ask them for 1/2
gallon and paint it on, the spray dries faster and soak's in better.
