Hi Terry,
             Does it really have to be realtime tuneable - are you sure its 
worth all the isolation fibre-optics and seriously expensive relays just to 
save yourself the 30secs it would take to kill the power, flip the knife 
switches around, and hit the power again.  
You can buy little DPDT knife switches for a few £ (1.64$  > £1).  Or you can 
knock them up in a few minutes from some brass sheet and a bit of perspex. 
You could fit insulated handles and put them under covers to stop the live 
parts from being exposed.
