Why wouldn't the low Q of even the best filter choke quickly dampen any 
bounce from the
applied DC of an ohmmeter. No ringing.

I measured with a 1950's Triplett Mod 630, a Simpson 270, a Fluke Mod 12, a 
Wavetek
Mod 27XT and the Fluke 45. All gave accurate readings of the stated DC 
resistance on
several sample chokes.

What's happening?
