Hi Andy!
For the settings of your safety gap, disconnect your tank circuit and set
the spacing between each electrode and the ground. The Gap, when hooked only
to the transformer should not fire, but be about to. So if the voltage
become higher that the one given by the x-former, your gap will fire.

Your static gap will fire 120 times each second if you work with 60 Hz, so
yes, it is normal if it fires continually. For the width, disconnect your
primary, and make sure your gap fires. A small spacing won't give very long
spark, but a wider spacing will put more stress on the cap an x-former
