Most people will tell you a transformer is rated at about 6kv dry, perhaps
as much as 12kv under oil.  I'm sure of the electrical stress we were
placing on
the transformer in our experiments, but I can tell you that the microwave
transformer we were using was charging 2kv ac caps up to 7kv.  Ooops.
Nothing blew, or even got hot.
