Hi Norm,
To use a welder as a ballast, simply short the output by connecting the
electrode cable to the ground cable, or make a short, heavy jumper out
of welding cable to replace the long 'work' cables for a more permanent
installation. Then wire the primary of the welder in series with the
primary of the transformer you wish to control. By varying the 'welding
current' on the welder, (either by crank, taps, or whatever), you can
control the output of your transformer (over a certain range). Best of
