no it the voltage would ionize the water make the 2 elemental gases and the
boom, plus water can desolve about anything given enuff time and it would
desolve stuff off the foil plastic and then become conductive...... I would
not use it and it is a very poor conuctor and a very poor insalatior also.
just drink the water much safer....

I heard from my oceanography teacher that pure water, just one
Hydrogen atom and 2 Oxygen, don't conduct electricity. He said that it
is the minerals and other stuff in water that conduct electricity. So
could you use distilled water for poly-rolled caps?
