You didn't say how big a light bulb or how long it has to be lighted or how
often... Mere details, I say....

Next you'll be wanting that 1 kW Xenon arc lamp lit continuously....

On a practical note, there was an Amateur Scientist column about an
electrostatic motor running of earth's efield about 20 yrs ago. I've no
doubt that Antonio probably has the description on his web site, if not
pictures of a working model in his garage.
