Use flat sheet material as Terry suggested but instead of laser cutting look
into die cutting. There is at least one company here in Charlotte that could
cut them and produce the die for you. The die would be very simple to make and
if you really wanted to save money you could use a steel backer on the die and
hammer the washers out yourself. I have done this with several different
materials including nylon but mostly with foams for filters on RC cars. I may
have an old die that would work if you are interested. (read free) Also try
looking up foam or rubber fabricators in the yellow pages.
Question? Would phenolic possibly work?
