Get the datasheet detailing electrical properties, h32192-1.pdf.

The dielectric strength of mylar varies with thickness:
1/4 mill thick foil offers 20000 V/mill
14 mill thick foil delivers 2000 V/mill

3 mill thick foil will yield around 5000 V/mill, or 15000 Volt total,
providing a very large safety factor.
I used 2 mill. for my homewound, 20kV "porkchop", documented at:
