Which is why my control panel includes an interlock.  Interlocks don't
cost that much- a few relays, perhaps a control voltage transformer if
your supply is 220.  On my panel, the RSG must be energized first, which
results in a Sonalert alarm blasting for five seconds before the
contactor will pull in.  The contactor feeding the power transformer
cannot be pulled in until the RSG contactor is closed.  Of course, one
could accidentally leave the RSG motor unplugged from the panel...
