I got the Allied Electronics catalog today (www.allied.avnet-dot-com) and it 
has a selection of AC capacitors for lighting, motor run caps and 
industrial applications.

Particularly notable are the ASC brand oil-filled (non-PCB) metallized 
polypropylene caps.  These are designed for PFC use and come in values of 
330, 370 and 440 volts, from 15 to 50 uF.  Prices range from 330V 15uF at 
$5.20 to 440V 50uf caps at $12.05 each.  Seems like a good choice for 
neon PFC use.

GE has similar offerings rated up to 660VAC, but they are more expensive. 
 The 440VAC 50uF cap is $39.88 for example.  These are "motor run" caps.
