I have tried the frozen neon idea too, but didn't have very good luck with
it.  I hack sawed slots in the case and folded the sides down to get the
case off.  Breaking off the cold tar usually rips off the secondary coil
wires and sometimes rips off the paper and first layer of wire on one or
both of the secondary coils.  Then the coils have to be removed and repaired.

I like heating the neon in the kitchen oven at 200 degrees for about 1 hour
until the tar melts.  Once the tar is melted you can do several things.  

1. You can stir in about 3/4 to 1 cup of high voltage into the tar and let
it cool. This makes a very strong neon transformer. 

2. You can dump out the liquid tar and wipe the transformer clean with a rag
before it cools.  

3. You can also simply let the hot melted tar in the case get hard again and
this gets rid of the carbon track that shorted it out.
