I'll bet that the second author should be Craggs.  This is a classic
text, although a bit pricey at $200 for a paperback. I'd get a copy from
the library first on interlibrary loan.  I think that you'd get more
useful info from a copy of Cobine's book.

The other book by the same authors is "High Voltage Laboratory
Technique" which is more construction and experimentally oriented, and
is probably more useful, as well.
