one sure fire way is to go to any jewelry or lapidary supply store and buy a
diamond bit, run it under water using a dremel motor or a flexible shaft
tool and it will cut even hardend steel just like it was soft iron.  Just
take your time AND KEEP THE BIT UNDER WATER.  I have used diamond bits or
wheels to cut glass, and to cut off a damaged wheel lock made from case
hardened steel - the only trick is the water - without it the bit will clog
up in a few seconds and then overheat and it's gone.
