You are connecting a capacitor rated at 630 volts to a HV supply putting

10,000 volts?  I wonder why the cap keeps failing?

I assume you don't really mean that the wire is uninsulated.  I assume
you
mean enamelled (transparent/translucent insulation either amber, or red,
or
green or some such).  If the wire is _really_ uninsulated, you do not
have
a secondary coil, you have created an elaborate copper cylinder...
