22 -23 in Hg vacuum from a rotary vane pump is about normal for a well
used unit. You might be able to get more by replacing the vanes and cleaning
the pump head, but that is probably more trouble than its worth. It would
also depend on what altitude you are at. Here in Denver, one can only get
about 25 inches of vacuum due to the lower absolute pressure. As far as
foaming, I don't know how well this might work, but maybe a valve to limit how
fast the oil can enter the system will help prevent the turbulence and
formation of foam.
