Perhaps, if they were ballistic electrons in an electron beam.
Confined in a wire however, average electron speed and applied
frequency are not related.
If you use a higher freq, you can _drive_ the xfmr with a
higher voltage, but you won't get a higher step-up ratio.
This assumes that the secondary doesn't break down.
