Kevin,
    I haven't tried to unpot a neon, but could you not drill and tap a 1/4 -
20 holes through the top(about 8 inches apart) of the box and run a brass
screw through the holes for your connections?   The stand-offs are needed for
the metal casing, but I wouldn't think them necessary for a plastic case.  If
you are concerned about corona, you could use brass finials from a lighting or
hardware store to cap the ends of  terminals.
