The toriod has two advantages - top capacitance stores energy, the large
surface area has a higher breakdown voltage - longer sparks. You want it
close
to the coil, to electrostatically screen the top of the winding, preventing
sparks
breaking out from the wires. But too close and you'll get lots of sparks
from 
toriod to the strike rail. Also if its too close it acts as a shorted turn
and wastes
some energy.
