No I don't, but it does sound interesting!  The Battelle-Columbus
Institute is famous for it's research into electro-magnetic weapons,
such as satellite killers and 2 mile railguns that shoot multi-ton
projectiles into space!

Regarding the Heise paper, the NTIS receive date stamped on the front
is 17 JAN 1972.  Perhaps it is still only available on microfiche 
at this point?
