Hi Robert, All,
Information on this may be obtained from the last two
Lightning conferences (Proceedings of the 1996 & 1994 ground
conferences on lightning and atmospheric electricity) available from
DTIC (Defence technical information center). I don't have their
phone number with me but you probably can find it on the web.
I have met with and talked with one of the researchers. Their
big laser is fired when the field intensity reaches a point where
it can initiate a streamer. It sort of starts its own lightning leader.

This is somewhat urgent. Can anyone please provide me with any of the names
of the Japanese researchers doing the laser experiments to attract lightning
or the
name of the institution, or even the episode of (was it Nova?) that covered
their
work? Are there any scientific papers referenced?
