Unless the rate of current rise is really high (> 10^9 Amps/second), you
won't get xrays from an arc, unless there is a vacuum somewhere around.
With a suitable hard vacuum, you can get xrays at 10 -20 kV (like in the HV
diode in a color tv, in days gone by).
UV/ozone are bigger problems
