I run my ground down an old antenna pole running outside my 3rd floor window.
It seems to work properly; however, I have beefed up the wiring thru this
pole.
Also, seeing that my TC is employed primarily in EM field generation (less
sparks), the essence of a monopolar ground isn't as apparent.
I would try a similar idea in your case. As long as no one touches the pole
while the coil is in operation, there isn't a problem with safety--except to
say whenever the coil is operating, the space heater, refrigerator and the
central air units spontaneously come on. Other than that, (besides
interfering with the cable signals) apartment usage of TCs are okay!
