Subject: capacitor fuzz

i have 4 beer bottle capacitors in a 4 pack holder
like the cardboard thing in a 6 pack but with 4 instead.
i put tinfoil on the bottom of the pack for the second contact
and am getting fuzz, arcing, whatever between the bottom of
the caps and the foil. anyone know of a way to stop this?
