Apparently your secondary has an appreciable amount of distributed 
capacitance! You keep getting shocked due to the capacitance of the 
secondary. The reason you keep getting shocked is because when a capacitor 
discharges it tends to over swing and then it has a slightly smaller but 
opposite charge. Each time you discharge the cap by touching the coil it is 
again left with a bit smaller but opposite charge until eventually it's 
charge will be too small for you to notice it's effect.
