Stephen,

Not really... even though they have the right dielectric, they are not
really constructed as pulse caps, and their capacitance tends to be much
larger that what you'd normally use in a coil. For example a 21600 volt
100 KVAR unit will have about 0.57 uF at 60 Hz. This is about 10 - 20X
larger than what you need. Now, if you got a batch of them cheaply, you
might be able to disassemble them and repackage the internal modules to
make a bunch of properly-valued caps.
