In terms of commercial dip meters, your right it is very difficult to find
one that will go bellow 500 KHz, but the schematics in the back issue
magazines have many that go bellow even 100 KHz. Your mention of using a
signal generator and a scope or RF probe and Hi-Z meter reminded me that
back in the 1950's Popular Electronics had an article called something like
'A poor mans dip meter' the project consisted of little more than a signal
generator an inductor and a metering circuit, and functioned as a dip meter
over the entire frequency range of the signal generator. I'll see if I can
dig out my back issues (that might take several days their burried under a
ton of boxes)and maybe post the article to the list.
