Kevin, The resistor "de-Q" the choke circuitry to prevent any ringing
in the chokes themselves,
also the resistors used are wirewound type which are quite lossy at RF
frequencies thus assist in
the filtering action. With neon systems up to 120 ma I use about 2,000
ohm 25 watt in each
transformer leg, above 120 ma I'd use a 1000 ohm 25 watt. With pole
transformer systems I
wouldn't bother with it at all.
