I understand what you mean by saying a 10 ft one shot spark is more
impressive than a 6 ft controlled spark with a 10 KW Tesla coil. However,
you should have left out the reference to efficiency because this makes your
post misleading from an engineering standpoint. If you want to use
efficiencies then you have to use controlled sparks only.
Efficiency is energy in vs energy out. A 10 KW TC at 96% efficiency is
definitely better than a 60% efficiency coil and would give longer sparks
regardless of the type. If your are going to use TC efficiency correctly
you should use controlled spark lengths or leave out the reference to
efficiencies. A Figure of Merit could be used as this can have any specified
meaning.
