actually, arcs are a pretty efficient way to switch kilovolts.  low power
dissipation in the arc (if it is short), very fast rise time, etc.  Devices
such as ignitrons and thyratrons are basically arcs in a tube.

A RSG with a DC supply and resonant charging should be pretty efficient.
