With loose coupling, ie, classic Tesla oscillator you can wind the sec
either direction and not phase it with the primary, however, standard
practice is to wind both in the same direction.

If you are winding a tightly coupled magnifier type coil (k ~ .2 to .6)
you
want to be sure to wind both coils in the same direction.  

You can wind CCW or CW with both coils if you wish.  We usually prefer
CCW
for most of our coils but their is no performance difference.

We prefer to ground the inner winding with pole xmfr power units.  This
places less stress on the lower windings of the sec. oscillation
transformer.

Rich Hull did a series of experiments in this area and hopefully will
comment for you.
