The rubber may conduct, but with a resistive loss of I^2*R!

I am presently building a toroid using an 1800/R49 innertube
as the supporting form, with a flexible latticework of 1/16"
aircraft cable weaved around the outer surface.  The feature
size of the mesh will be about 1.5".  The finished size of 
the toroid should be about 25" x 96".
