Your math is pretty accurate, but there are appear to be some factors we
don't know about. Since I work at Johnson Space Center, I was able to
watch the mission "live" and got some info from the team working on the
problem. The measured voltages were never released (to us) in exact
terms, but the ballpark figure given was about 3500 volts. Also, the
tether actually broke at a little greater than 19 Km, not the full 20.7.
