On my transformer, the exit-wire closest to the core was on the left
when looking at the secondary from the side the wires exit on. It
protrudes slightly more than the wire from the outside of the winding,
because there was some extra insulation placed under the connection.
This makes sense to me because the inner wire has the large potential
difference from the outer turns of the secondary - more insulation here
is required. Note, this was determined experimentally during the
autopsy of my transformer (sob sob). But there is no guarantee all the
transformers are the same - GE may have made design changes at some
point.
