I maintain that this msmt can be done during operation, with an HV probe
and an oscilloscope.  One simply has to observe the cap voltage just before
the gap fires.  The msmt results are quite repeatable.

The only reason that the msmt is easier on a DC coil is because the cap voltage
at firing is more constant, so an RMS conversion is not necessary.
