A potential transformer is commonly used on HV power lines to reduce the
12,470 or 14,400 line voltage to 120 VAC output to drive a metering
circuit.  This allows HV monitoring by essentially stepping the "potential"
down to a lower level and is easier to output to a meter circuit. 
Potential transformer are commonly built extremely rugged and won't fry
easily like the NST's do.  They usually are rated for around 1 kva but run
fine at 2-4 kva.  A series reactor or some other form of current limiting
is required on the primary side just like a pole pig requires.
