  I can't remember for sure, but it seems to me that the K of mylar
is about 4.5 or so. BUT I wouldn't use it for building a tesla primary
capacitor, mylar doesn't like high frequency A.C. and the losses are
quite high, in fact it would most likely melt in tesla coil service.
