Chuck, 

The key to coupling is the physical relationship between the coils -
either one can be moved relative to the other. With large, heavy
secondaries, its often easier to leave the secondary fixed and elavate
the primary. BTW, the secondary would be need to be lowered, not raised,
to increase coupling. 

If you mean that you are changing the effective radius of the primary to
make it come closer/further away from the secondary, this will also
impact coupling... as well as primary inductance. If you don't maintain
adequate clearance between the innermost primary turn and the secondary
winding, you'll get a flashover that can damage the secondary by burning
or melting the finer wire. What was it about the arc-over that was
unexplained or unexpected?
