Steve,

Stop here!!  Use atmospheric pressure air only in a coil form.  Neon is 
just itchin' to be ionized and conducts RF currents very well from 5mm 
pressure to 1.5 atmospheres.  It would be a pretty display though if it 
were of clear plastic or glass.
