Dave,

No balancing resistors. There was some free air, since you could hear
oil sloshing (at least while it was still _inside_  the cap. :^) One
thought I had - PVC may not be a very good vapor barrier, since it is
somewhat hydroscopic. I wonder if storing a cap for an extended period
of time (without energizing) would permit the oil to pick up
moisture(?).
