If this physics phlashback of mine is true...
Current theory holds that, at equilibrium, charge cannot be contained
within a conductor, otherwise there would be a current flow and the
system would not be at equilibrium (QED). This means that the charge
has to be contained ON THE SURFACE, not even a single angstrom into the
metal. I could picture a cloud of electrons boiling around right at the
very hairy edge of the metal, but still essentially "contained" in the
dielectric.
