The skin of the craft would obviously have to have two surfaces of vastly 
different areas and shapes  one designed to bleed charge and one designed 
to conserve or hold it (large radius of curvature, large surfacearea).  
There is some experimental evidence pointing to the requirement for large 
pulsed charges being used.
