Jim,
	the neon that I blew 2 weeks ago was a jefferson electric
724-411 500VA 15KV -at- 60ma.  2 lines above the catalog number is the
line H.P.F. OUTDOOR, that is the indication that it has a power factor
correction cap in it. Mine did when I took it apart.
