Two points:
1. The DC charge must be due to assymetrical conduction (rectification),
which is an effect which has been known for some time. Think one of
my Lindsay republications of an 1880's science book mentions the effect,
but will have to look it up to see which electrode has which polarity.
Usually mentioned in connections with electrostatic generators and
spheres of different sizes.
2. As for the discharge from a coil, the number of positive and negativ e
charges must be equal, regardless of their mobilities. One the air
is densely ionized it becomes a conductor (hence the growth of streamers
with time), but still with equal numbers of charges.
