high voltage power supply on Ebay question (fwd)

Hello all,
This is the first time I've posted to this particular list; have been a
member of the Tesla list for a couple of weeks now. When I found out about
the HV list, I thought some of my topics/ discussions would be more
appropriate here. Anyway, what I wanted to ask about was a 100 Kv DC power
supply I keep seeing pop up on Ebay:

Has anyone purchased this and what type of circuit is it? My first thought
was maybe a flyback driving a multiplier, but my understanding is that it
uses a Tesla coil.
